Primary Health Medical Group is seeking applicants for the position of CIO. Primary Health Medical Group (PHMG) is the largest independent primary care medical group in Idaho. The CIO is responsible for all information technology servicing 19 locations, 90+ providers, and 430 support staff. The primary job site is at the Administration Office located in Boise/Eagle, Idaho near Hwy 55. This position reports to the President of the Medical Group and collaborates with physicians and other senior managers. The chosen candidate will be able to build relationships with physicians, nurses, and staff to advance implementation of cutting edge technologies.

The CIO is responsible for all aspects of information technology and leads the organization to enhance and maintain all information systems. Systems include clinical and billing health information (eClinicalworks), local area computer networks, telephone systems (VOIP), and digital medical devices, Human Resources systems, and internet/intranet systems.

As the HIPAA Security Officer, the CIO is also responsible for compliance with the HIPAA Security Rule to include training, auditing, monitoring, maintenance of physical and digital security protections, and disaster recovery.



Status: Full time, 40 hours per week

Schedule: Monday-Friday, 8am-5pm
 

Responsibilities

  • Accountable for providing executive leadership and guidance in planning, deploying and supporting shared solutions, including a focus on resources, architecture, data integration, scheduling, on-time delivery, quality assurance, and overall IT operations.
  • Accountable for leading, managing, mentoring, directing, selecting, training, orienting, assigning, and evaluating the performance of the IT team (7 direct reports).
  • Acts as an advocate for the protection of patient privacy and the security of PHI, and supports various regulatory compliance activities including HIPAA, Meaningful Use, and Billing compliance. Remains vigilant in maintaining the balance between security/confidentiality and ease of access of care information.
  • Oversees all financial aspects of the IT operating and capital budgets.
  • Manages new and existing vendor contracts and relationships.
  • Provides guidance & oversight for all technology purchases in all depts/locations. Planning includes existing system operations and development and execution of health care industry strategies (Patient Centered Medical Home, value-based data analytics, PACS, healthcare exchange and interoperability, interfaces, etc…)
  • Lead all aspects of the EMR strategy (eClinicalworks).
  • Establishes and monitors service standards for the IT department.
  • Must be available for some after-hours support/project work.

Required Qualifications

  • Bachelor's degree.
  • At least 8-10 years related work experience and 3+ years senior-level management experience
  • Extensive knowledge of HIPAA and IT Security
  • Track record of successful business system implementation, including Finance, Human Resources, Marketing and other administrative services.
  • Experience in people management and project management.
  • Experience with healthcare specific interoperability technologies and best practices.
  • Ability to communicate complex information effectively in writing to all levels of staff, management, physicians, and external customers across functional areas. Successful candidates will be asked to produce high quality writing sample during interview process.
  • Excellent oral communication skills including group presentation abilities.
